The action was delayed after an incident at Braddan involving Nicolo Cappelli where his bike was reported to have caught fire.
When the race resumed, though, it was Englishman Vicars who finished more than eight seconds ahead of second place Darryl Tweed.
Stephen Parsons finished third on his Kawasaki.
In the Newcomers B this evening, Irish rider Derek Wilson was victorious as he finished ahead of Ben Rosendaal and Lee Bass in second and third respectively.
