Braddan Commissioners are hoping to buy a piece of land from the Department of Health and Social Care to build an access road to The Roundhouse.
Both parties have been in a row over the current one and who has permission to use it.
Now, the local authority is asking permission to buy land for £250 to construct a new road for those visiting the site to use.
It's also hoping to exchange certain pieces of land at Strang Corner Field.
The development has already cost £10 million to date.
The Department of Infrastructure is now considering the application, and any views on the proposal can be submitted to it by Friday 5 July.
