To a backcloth of government cuts, Eddie Teare MHK will present his third budget this morning to Tynwald.
The Ayre MHK has faced a considerable struggle in each of his statements, to produce the savings needed for the government to reach its targets, set in the face of the VAT bombshells.
The Treasury Minister says the budget he plans to deliver this morning will continue delivering the planned rebalancing by 2016.:
