Historian's gripe with protection measures
The Island's planning process makes it difficult to protect registered heritage sites, according to a local historian.
Peter Kelly, who specialises in architectural history, says there is no timescale for ensuring buildings are adequately protected - and as a result, many are left in a poor condition.
A register of protected buildings is managed by a dedicated team within DEFA's planning division, but owners are responsible for upkeep themselves.
Mr Kelly says important sites are not protected as they should be, as a final decision on many buildings put forward for registration is often delayed.
He claims the system is not geared to protecting the Island's built heritage:
