The local authority claims someone has 'attempted' to set fire to it using all the paper from the facilities, during the night.
It says a basic bin can cost several hundreds pounds to replace and the anti-social behaviour in the town is 'incredibly frustrating and disappointing'.
People who have seen any 'unusual activity' are being encouraged to report it to the police or the commissioners.
