Changing the culture and making government more efficient and effective will be among the priorities for the new head of the Cabinet Office.
John Shimmin, who has been in post as Policy and Reform Minister for the past three weeks, also outlined the intention of developing and implementing digital strategies when questioned in the House of Keys today.
Mr Shimmin said he intended to build on the work of his predecessor, Chris Robertshaw, and tackle a resistance to reform.
He said that would require teamwork and working alongside ministers, staff and department officers.
