An Island charity says news of further means-testing of universal state benefits and the slashing of the Christmas bonus will be both disappointing and frustrating for those on modest incomes.
The measures announced in today's Budget have prompted concerns from the chief executive of Age Isle of Man George Quayle.
He said an effective mechanism for means-testing those who need support has yet to be found and warned the cost of means testing itself must not outweigh any gains.
Mr Quayle says he accepts there will have to be reductions in the benefits bill in the long term.
But he says over the past two years, he's watched a growing number of people struggle to cope with the cost of living:
