More than 20 of the Department of Infrastructure's projects are being held up by the Island's coal tar issue.
The hazardous waste material can't be disposed of in landfill and the DOI's current store is full.
One of the biggest schemes to be held up is the Balthane roundabout in Ballasalla, and the planned bypass there.
Speaking in the House of Keys, minister Michelle Haywood says specialist advisers have now come up with a solution:
It's hoped work on the Balthane roundabout will start next year.
However, Dr Haywood says the work will need to fit around TT, Manx Grand Prix and the Southern 100 races.
