Company behind rejected Newson's development returns with apartment and retail plans

Proposals for North Quay don't include registered buildings

New plans have been submitted for apartments and retail units on North Quay in Douglas.

Kelman Ltd, the company which was denied permission to demolish and redevelop the former Newson's site, has come forward with another proposal.

The new plans don't include the protected buildings, but the connecting properties on the western side.

Kelman wants to transform buildings that were once home to a jewellery shop and an outdoor clothing company business, but are now 'empty and unused', as well as Merchant's House which, up until recently, was used as offices.

It hopes to convert the upper levels into a series of eight apartments and create two bar/ restaurant units on the ground floor units, which it says 'are likely to attract restaurant chains who will be more receptive to long leases if purpose-built premises are being offered'.

It expects this will create job opportunities for at least 25 – 30 people.

The site is close to the city centre in a pedestrian-friendly area.

No parking will be provided for the occupants of the apartments. Kelman says: 'Should people wish to have a car parking space for their apartments or use a car park to visit the bars and restaurants then Shaws Brow Car Park facility is only a short walk away where contract and public parking spaces are available.'

Bike storage facilities will be available in the apartment entrances.

Overall, the company says the project will 'contribute to the architecture of the North Quay Conservation Area and enhance it'.

It says: 'This application will have physical, social and economic benefits to the Douglas Town Centre and wider Island economy and represents a significant opportunity for Douglas town centre which should not be underestimated or missed.

'The registered buildings have been retained pending an acceptable solution for their future.'

Anyone wishing to submit written representations regarding the application have until 23 May.
