Some blaming decline on private agreements
Environment minister Geoffrey Boot says planners assess whether an establishment is still viable when someone applies for change of use.
Some have blamed the decline in pubs on covenants which restrict new owners from continuing to run them as businesses.
Mr Boot says outside of planning, it's not for government to get involved in private agreements:
