Argues disclosure not in public interest
The Department of Infrastructure has refused to reveal how much it has paid to underwrite Loganair's Heathrow route.
It was responding to a Freedom of Information request.
The department argued the financial information could not be disclosed under Section 30 of the Freedom of Information Act as it was subject to a public interest test.
In defending the decision the DOI said: 'The factors in favour of withholding [the information are]: Disclosure would be likely to prejudice the commercial interests of the department if a similar agreement needed to be reached in future.
'Public disclosure of the information may damage the working relationship between Loganair and the Department [and] there was a "need to protect the commercial interests of the private sector, which plays an important role in the general health of the island's economy.'
