The Department of Infrastructure is seeking planning approval for a new arrivals layout in the Sea Terminal.
It wants to build a new customs area in the current waiting zone and extend the arrivals hall.
The luggage belt will be made bigger and a search area could be added next to an 'improved' baggage loading area.
It's also looking to level the roof in the baggage reclaim waiting area, which backs onto the car park, to make room for a new baggage loading area.
The planning statement says the space is 'hardly utilised' because it has low headroom and changing it will remove the 'pinch point' created by passengers waiting in the main area.
