Six MHKs voted against it after a debate in Tynwald lasting over an hour and a half.
Four of them were the Island's southern MHKs, in protest of plans to close the Southern Swimming Pool.
Chief Minister Alfred Cannan said Tynwald was at risk of falling victim to political 'paralysis by analysis’.
