Chief minister says government shouldn't be judged by legislative numbers
The chief minister says government can clearly demonstrate how it's made improvements over the last four years.
Alfred Cannan's administration is coming towards the end of its penultimate parliamentary year.
At this year's Tynwald Day, just five pieces of legislation will be promulgated.
But Mr Cannan insists legislation isn't the only way government can make a difference:
