The health department insists efforts are being made to plug an ongoing financial black hole.
For the past few years, Tynwald has agreed to fund vast overspends by the DHSC.
CEO Dr Malcolm Couch says health bosses need to compare our system to similar models in other jurisdictions.
However, he admits that exercise hasn't yet been carried out:
