Proliferation financing is the movement or use of funds and other assets to support the development, acquisition or movement of weapons of mass destruction.
It's an area in which smaller jurisdictions often struggle to build expertise.
The guidance is contained within a paper produced by the Small States Working Group and was co-led and co-authored by the Isle of Man and Gibraltar.
