More than 1000 individuals between 20 and 24 left the Island during the period, three times the number that came in - a trend mirrored for the first time in the mid to late twenties age range.
It's a worrying phenomena for government, which has pinned hopes for economic growth on attracting new residents, especially young families.
Carl Hawker is executive Director for Policy and Strategy at the Cabinet Office, and has analysed the data.
