A member of the House of Keys has been refused permission to introduce a private members bill relating to planning.
West Douglas MHK Chris Thomas wanted the bill to establish a planning committee and ensure the legality of its functions.
His call was supported by Onchan MHK David Quirk.
But Infrastructure Minister Laurence Skelly said his department was already working on legislation relating to the issue.
Other members then felt it would be an unnecessary duplication of efforts, and Mr Thomas's call was rejected.
Mr Skelly says he's made a commitment to Mr Thomas about bringing the legislation forward.
