The chairmen of a political party on the Isle of Man believes it's not just health staff who are afraid to speak up but also patients.
Paul Weatherall was commenting after the British Medical Association revealed staff were afraid to voice concerns.
Members of Liberal Vannin say they would like to see a 'more robust' complaint system.
Mr Weatherall told Manx Radio, by having this, people would be more confident that their worries would be heard in confidence:
