Council houses for life are set to be no more in the Isle of Man.
New tenancies in public sector housing are to become two-year, fixed-term ones from April, the Department of Social Care has announced.
Minister Chris Robertshaw says the change in policy has been prompted by the low turnover in the sector - less than 10% per year - which leaves many in severe housing need with little chance of ever getting a public sector property.
According to a statement from the Department of Social Care, tenancies will be renewed wherever there is ongoing need for the property.
However, where there have been changes in circumstances, a significant rise in income, for example, the tenancy terms can be changed and the rent increased accordingly.
The plans are also being seen by the department as the first step towards introducing means testing.
