A debate is underway which could lead to the biggest constitutional reform of Tynwald in recent history.

Chief Minister Howard Quayle has urged members to play a 'full and active role' in the discussion and to use 'clear reasoning'.

They are considering 11 recommendations made by Lord Robert Lisvane, who last year conducted a far-reaching review into the workngs of the Island's parliament.

Proposals include limiting departmental positions to one member each, the role of the Lord Bishop and changing the way the Chief Minister is elected.

So far two MHKs, Juan Watterson and Alfred Cannan, have tabled amendments, while Douglas East member Chris Robertshaw narrowly failed to gain support for the 11 recommendations to be discussed separately.
