Manx Gas says a new agreement has been reached - but government has yet to confirm whether a deal has been struck.
The energy company says the proposed tariff is to be discussed in Tynwald next week.
It would see household bills fall from £680 to £587 a year.
But Barry Murphy, who's campaigned for fairer prices, says the deal comes 'at the final hour':
