In a statement, he says many people feel government too often seems hesitant to take decisive actions.
He believes the Island can overcome challenges including the rising cost of living and housing pressures by making difficult decisions for the right reasons.
Earlier this month, Mr Hooper's political colleague Alex Allinson announced he would not be seeking re-election in the constituency.
The election is taking place on Thursday 24 September.
