Lawrie Hooper advocates zero-based budgeting
An MHK has expressed his hopes for departmental funding reform in tomorrow's budget.
Ramsey member Lawrie Hooper claims the current system - where all departments are allocated an annual budget based on their previous expenditure - encourages a wasteful attitude to finances.
He's advocating a transition to zero-based or priority budgeting, in order to avoid so-called 'silo' thinking by ministers.
Mr Hooper says attitudes need to change:
