Rob Callister wants all young adults to have access to Government support in order to gain education and professional qualifications.
The Onchan MHK will serve on a select committee looking for ways to help vulnerable young people leaving the care system.
Having spent time in care himself, Mr Callister praised the support he received from social workers and other Government departments to turn his life around.
He believes everyone should be given the same opportunities he had.
