The Economic Development Minister has acknowledged there are people who are struggling financially in the Isle of Man.
John Shimmin was responding to a caller on the Mannin Line, who asked if he was aware of the plight of some individuals.
He said the challenge was to differentiate between those who can't work and those who won't work:
