The community, culture and leisure minister says his department didn't make an offer to Unite earlier this month.
The union says a formal offer was made to them to resolve the dispute over bus drivers' pay, but later withdrawn.
Graham Cregeen says for any such offer to be made he would have to approve it, and in this case he didn't.
The DCCL insists what Unite has referred to was a discussion document, a proposal.
Mr Cregeen says Unite's National Officer for Passenger Transport Bobby Morton seems confused:
