
Social care minister Chris Robertshaw is calling for a fundamental change to the way government thinks, acts and works.
He says responding to the needs of individuals is the only way the Island can protect vulnerable members of society.
Speaking in the budget debate, he said fitting people into pre-cast categories was an outdated approach, and had to end if government is to re balance its budget in the long-term.
