Two ministers are due to meet with members of the hospitality industry next week to try and address some of their concerns.
The Licensed Victuallers Association (LVA) says its members are facing pressures from wage increases, recruitment issues and reduced footfall.
The Treasury and Enterprise ministers are set to sit down with the LVA on Monday.
