The Department of Infrastructure says it works closely with police when assessing conditions on the Mountain Road before deciding on any closure.
Infrastructure Minister Tim Crookall says weather can change rapidly, leaving motorists facing difficult and potentially dangerous conditions.
The comments follow claims from a Ramsey businessman that recent closures have been harming trade in the town.
Mr Crookall says his priority is to ensure drivers are not exposed to unnecessary risk:
