Infrastructure Minister Phil Gawne says there was no need to introduce MOTs in a new set of traffic laws designed to improve road safety.
The bill, which has now passed through the House of Keys, amends and modernises a number of existing laws.
Mr Gawne says that will mean some new offences are created to fill gaps in the law, whilst others are being dropped.
But he says there was no call to introduce either MOTs or national speed limits in the bill.
