No pre-conditions sought or given - Quayle
No politicians sought guarantees before they were appointed government ministers, the chief minister has told Tynwald.
Howard Quayle said pre-conditions were neither requested nor offered to any of his team, although he agreed to update rules on collective responsibility.
The change means members of the government will have a free vote on issues other than measures in the main government programme, the Budget and on matters of national importance.
Mr Quayle also confirmed he had agreed to support new Health Minister Kate Beecroft's calls for an independent health regulator, once a series of reviews by the West Midlands health body had concluded.
