The Manx government looks set to bring in a single employer for civil servants, but will hold talks with unions first.
The Public Service Employing Authority would replace more than 15 bodies which can currently hire and fire within government.
A working group set up by the Council of Ministers says a single organisation would address problems in public HR departments.
But it will hold talks with unions and employees after a consultation exercise showed the vast majority were against such an organisation.
