Phil Gawne says the DOI could step in to solve problems

Clerk at Arbory and Rushen Commissioners Phil Gawne says residents should expect a by-election to be called.
The trio quit after it was found 'Commissioner X' acted 'ultra vires' in a report done by the Tynwald Commissioner for Administration Angela Main-Thompson.
Mr Gawne, a former infrastructure minister, says the board that's left will struggle to make decisions:
