Earlier an attempt by Lawrence Skelly to elect a three person committee to examine the issue failed with just Mr Skelly and Mr Ronan voting in favour.
And amendments from Leonard Singer, looking to use eight constituencies instead of one and not to use the single transferable vote system also failed to get the necessary support.
