Charles Guard lobbying for change in rules
Ensuring the will of Tynwald is carried out and making sure ministers can't block decisions made down the line.
That was the aim of a local historian's petition to Tynwald this week.
Charles Guard says the issue was brought to his attention by the fact the Douglas bay horse trams are still yet to be extended back to the sea terminal after the prom regeneration works:
