There are plans for a customs area on land by the Sea Terminal.
The Public Estates and Housing Division of the Department of Infrastructure has applied for permission to erect tent access lanes on Circus Beach.
If approved, it would see a purpose built customs area with search bays in the infill carpark in the middle of the harbour.
