Richard Wright KC handed findings to government in January
Tynwald has begun debating the recommendations set out in an independent review into government's management of the Dr Rosalind Ranson tribunal.
Ahead of the investigation there were concerns members could be 'side-lined' with a 'pseudo-independent' review.
It was commissioned in July 2023 after political members approved the terms of reference.
Dr Ranson was the Isle of Man's medical director throughout the pandemic, but was unfairly dismissed for whistleblowing.
She was subsequently awarded a record-breaking pay-out of £3.2 million.
