Port Erin Commissioners says staff cleaning the beach have found 'dangerous' litter - including broken bottles this morning.
The local authority says it is 'reckless and dangerous' for items to be left and that visitors have a 'personal responsibility' to clean up after themselves.
It comes after a nine-year-old girl needed precautionary medical treatment over the weekend after stepping on a needle at the beach.
The commissioners have confirmed the tractor is under repair and is urging people to contact it if people see any 'dangerous waste' on the beach so it can be safely removed.
It added that its staff are 'dedicated' to providing a clean and safe environment but while the tractor and rake are 'temporarily' unavailable, the task is being carried out manually.
Its statement also says there are plenty of bins in the village and that as the beach becomes more popular, the issues surrounding waste will grow.
The commissioners has confirmed the board will be discussing options to reduce the issue as part of a proposed review into the beach operations for next year.
