Ayre and Michael member, Tim Baker, says people are more likely to be interested in hearing about issues affect them directly than in-house government matters.
He was speaking on Manx Radio's Mannin Line show this afternoon ahead of the Tynwald debate on Tuesday (20 June).
Eleven recommendations are suggested in Lord Lisvane's report aiming to improve the Manx parliament - including calls to limit departmental memberships.
