There are no representatives from Northern Irish parties due to the political deadlock at Stormont.
SNP leader Nicola Sturgeon and Northern Ireland Secretary Julian Smith are in Ireland at the meeting.
Smith is a last minute replacement for Cabinet Minister Michael Gove.
The British-Irish Council was established as part of the Good Friday Agreement which signalled an end to 30 years of violence in Northern Ireland.
At the 20th anniversary meeting, the main topics are Brexit and tackling drug abuse.
