'About time there were some penalties' - Beach Buddies
The founder of environmental charity Beach Buddies says it's 'about time there were some penalties' for people who deliberately release helium balloons.
A law was introduced last year banning the release of the items but concerns have been raised about if it can be enforced.
One farmer, whose lamb died after choking on a helium balloon, has called for a total ban.
