The Chief Minister says he hopes the new Service Delivery plans which have recently been published will go some way to ensuring government is open, transparent and accountable.
The service plans are linked to the Government Strategic Plan, published last year, and document how individual departments plans are to be executed.
Tony Brown says the biggest change has been a centralisation of policy development:
