Argues cultural change needed
Middle MHK Bill Shimmins has defended his decision to vote against endorsing the Roads Safety Strategy in Tynwald this week.
The main aim within the document is to reduce serious and fatal accidents by 40%.
Mr Shimmins thinks further measures should have been included such as a 20 mile per hour limit in all residential areas and annual vehicle inspections.
Bill Shimmins came in for criticism from other members during the debate but sticks by his stance.
