Isle of Man Transport says the decision was taken after advice by the Met Office at Ronaldsway due to the bad weather.
Wind speeds are currently at 40mph and will increase during the day.
Forecasters also advised Douglas Promenade should expect gusts of up to 50mph with over topping hence the tramway will not be in operation.
Isle of Man transport will review its decision on the running of the tramway by midday.
