Strategic review underway to secure future of Island’s eGaming sector

New strategy and action plan due for publication this month

The Department for Enterprise has confirmed a strategic review is underway to assess the long-term viability of the Isle of Man’s eGaming sector, following recent industry developments including the surrendering of Celton Manx’s licence.

In response to a written Tynwald question from Douglas North MHK John Wannenburgh, Enterprise Minister Tim Johnston acknowledged that, like other jurisdictions, the Island’s eGaming industry has faced a range of challenges in recent years.

He says these have prompted questions about the sector’s future direction.

Mr Johnston explained that work began in late 2024 to develop a refreshed eGaming Strategy under the Department’s ‘Digital Isle of Man 2025’ programme.

The strategy is being produced “in close collaboration with industry”.

The minister describes the sector as a “key contributor” to the Manx economy, both directly and through its support for ancillary services. He says the new strategy would aim to “reinforce the Island’s reputation” as a jurisdiction for “high-quality, responsible eGaming businesses”, while also addressing evolving market dynamics.

To support the development of the strategy, an external consultant has been appointed to carry out a strategic review. This has included “jurisdictional benchmarking, risk analysis with mitigation recommendations”, and the identification of the Island’s market strengths and differentiation points.

The findings, along with other documents such as the recently published eGaming Risk Appetite Statement, are now being used to inform the strategy and its supporting action plan – both of which are expected to be published in June.
