The Chief Executive Officer of the health department has conceded that there are indeed 'systemic problems' at Noble's Hospital.
Dr Malcolm Couch gave evidence to the Public Accounts Committee this week, where panel members Jane Poole-Wilson MLC and Speaker of the House of Keys Juan Watterson questioned him on 'concerns about communication channels' within the organisation:
