The building continues to deteriorate which has prompted criticism
The Southern Swimming Pool Board says while it waits to hear plans about the regional sports hub, tiles are falling off walls and it has to 'make do and mend' at the facility.
In January Tynwald ruled that the Department of Education, Sport and Culture and Department of Infrastructure should deliver the plan by October, but this did not happen.
The board has been critical of the delays saying the building continues to deteriorate.
Chairman Laurence Vaughan-Williams told Manx Radio the board would like to provide new facilities to residents in the south:
