David Ashford believes the system isn't easy to unravel
The Treasury Minister's admitting it could be some time before the Island's benefits system is overhauled.
As part of his election manifesto David Ashford said he wanted to see the current system reviewed and improved upon.
He insists, as far as he's concerned, it's still a major issue but something that won't be a quick fix:
