Service is due to be switched off at the end of the year
Treasury is 'still negotiating' backup options for MiCard users who don't have a bank account.
The minister has been quizzed on the topic again in Tynwald.
The service - which allows users to pick up their benefits and pensions in cash - is due to be switched off on 31 December.
Currently, there are still 843 people registered to use their MiCards.
While it's not known how many of those have bank accounts, Alex Allinson says 118 are already paid some benefits directly into their bank accounts so will be approached about collating their claims.
A number of Tynwald members have expressed concern about the service being switched off before a suitable alternative has been found for those who don't have or can't have bank accounts.
But Dr Allinson admits delaying the switch off would be more complicated than originally thought:
